Preheat oven at 350° F. Line a cookie sheet with parchment paper and set aside.

In a large bowl, mix 2 cups coconut with egg yolks and vanilla. Blend well with a wooden spoon, then add brown sugar, butter, cinnamon, allspice, lemon zest, and flour. Work into a dough.

Form the dough into balls and place over lined cookie sheet. Bake for 20 minutes or until golden brown. Remove from sheet and sprinkle with remaining coconut. Cool on a rack.
